Davidbrown1998 over @ ProjectW, these are his own uploaded files taken from his GFWL application data folders (presumably extracted from the CAB):
Note: Make sure you have the latest update installed, and if you are using the RELOADED version of FO3 there should be no need for a crack (really there is no need for a crack at all if you just installed the game to your hard drive with any of the releases out there).

Instructions:
1. Extract files to a temporary folder (i.e. your desktop/anywhere).
2. Copy the following files to your Fallout 3\Data\ folder:

3. Copy the following files to your Fallout 3\Data\Video folder:
(Note, you might want to backup the existing 2 weeks later.bik, and B09.bik files just in case before overwriting them with the new ones)

4. Use FOMM (get it at fallout3nexus) or whatever else to load the BrokenSteel.esm file into Fallout 3.
